By launching the normalization process of relations with Turkey, Armenia was fully aware of the possible further developments, foreign minister Edward Nalbandian told a Security Council session after president Serzh Sargsyan scrapped the protocols. A quarter of the parliamentary votes were necessary to nominate a candidate for the presidency.

"I want to thank those who voted for me and those who voted against me", he said. Yelk, which holds 9 seats in the 105-member parliament, has also questioned his eligibility to serve as head of state.

Sarkissian served as prime minister of Armenia from November 4, 1996 to March 20, 1997.

Following the parliament voter Sarkissian met with President Serzh Sarkisian at the presidential compound, where the president offered his congratulations to the incoming leader.

So far, parliaments in more than 20 countries, including Germany, have voted in laws or resolutions explicitly recognising the Armenian "genocide".

It is the first time that the MPs, not the people, elect the president, because the country has switched to the parliamentary government.

Sarkissian's first trip outside of Armenia since being nominated was to Russian Federation, where he met with community representatives and church leaders.

Armenian President Sarksyan also faced vehement opposition from nationalists at home and the powerful Armenian diaspora overseas.

From 1976 to 1984 he was a professor of Physics at Yerevan State University and subsequently Head of the Department of Computer Modelling of Complex Systems at the University's Department of Theoretical Physics. Previously, he had been Armenia's ambassador in London. He served as prime minister for four months in 1996-1997 before being again named ambassador in London.

Later on Sunday the White House said in a statement that "denuclearization must be the result of any dialogue with North Korea". That, in part, is believed to have led to the North Koreans' cancellation of their meeting with the vice president.
